Although there are cheap layout programs available, there really is no substitute for using real graphic design programs. I use the design programs made by Adobe, you can click here to see their product line. Frequently, making the effort using sub-par programs and I can't count the number of times that I have had to re-make a client's work from scratch when their work was unusable for press printing.
